INCLUSION/EXCLUSION POLICY 
(revised 2011)

United Way’s 2-1-1 of WNC (2-1-1) maintains a database of community services available to residents of Buncombe, Henderson, Madison and Transylvania Counties in North Carolina.

Inclusion
Organizations that meet all criteria A through E will be considered for inclusion.

A. Provides a community service that can be classified within the AIRS/211 Taxonomy of Health and Human Services

B. Offers services to the community at large, not just its own members

C. Can provide documentation of a legal status that meets one of the following criteria:

1. Is a tax exempt, non-profit organization (charitable organization, church/religious organization or private foundation)
   
   
2. Is a public, governmental organization (including federal, state, county or municipality)
   
   
3. Is a business contracted by local government to provide an essential community service (Note: Unless the organization is nonprofit or governmental, the only services eligible to be listed are those provided through local government contract.)
   
   
4. Is an inter-agency health and human service organization (coalition, committee, or task force)

D. Has completed a 2-1-1 Provider Inclusion Form

E. Complies with 2-1-1 annual database updates and notifies 2-1-1 of service changes as needed

Exclusion
Organizations that meet any criteria F through L will be excluded.

F. Organizations that provide services that are listed by a specialized information and referral program with whom 2-1-1 has a cooperative working agreement (unless these services are provided by a nonprofit organization or an organization already listed in the 2-1-1 database for other services):

1. Long term care providers because they are listed by Land-of-Sky Regional Council Area Agency on Aging

2. Child care providers because they are listed by child care resource and referral programs

G. Volunteer opportunities for Buncombe County because they are listed by Hands On Asheville-Buncombe

H. For-profit organizations unless contracted by local government to provide an essential community service

I. Private individuals

J. Organizations that illegally discriminate on the basis of race, color, religion, sex, national origin, disability, veteran status, or sexual orientation

K. Illegal services

L. Organizations that misrepresent their services in any way

Inclusion does not signify endorsement, recommendations or ratings by 2-1-1 or its employees or affiliates.  2-1-1 maintains the right to deny inclusion or add and remove organizations from its database for any reason.  2-1-1 neither guarantees nor makes any representation as to the accuracy or completeness contained in its resource database.  2-1-1 reserves the right to edit information to meet format, guideline and space requirements.
